The proposal would have required the Presidency to draw up new criteria for the selection of Nobel Committee members, where professional competence in peace work and conflict resolution would be given decisive weight.

The conflict was between a desire to professionalise the appointment process to ensure independence, and a majority who thought the current practice of party political affiliation was satisfactory.
The proposers believe that the current practice, in which the strength of the parties in the Storting largely determines the composition of the committee, weakens the committee's independence. They want the committee to be composed of people with expertise in peace work, disarmament and conflict resolution in order to ensure the prize's legitimacy and credibility.
Fiskaa believes that the current selection process, which reflects party political strength, is problematic for the Committee's independence. She argues that the selection criteria should emphasise relevant competence for peace work rather than party political affiliation, in order to avoid foreign policy considerations influencing the award.
The majority notes that the Storting has previously made changes to strengthen independence, and that there is no basis for new changes based on the review from 2018. They, however, warn of a future comprehensive review of the Storting's election processes.

The Norwegian Parliament has rejected a proposal to change the criteria for choosing members of the Norwegian Nobel Committee. The proposers wanted to emphasise professional competence in peace work and conflict resolution, and to ensure a more open process without party political considerations. The President of Parliament thought the current system was sufficient.
The Norwegian Nobel Committee is the committee that selects who will receive the Nobel Peace Prize. The Committee consists of five people who are elected by the Storting. Historically, the practice has been that the composition of the Committee largely reflects the strength of the political parties in the Storting. The motion from the Green Party wanted to change this by giving decisive weight to the candidates' professional competence in peace work, disarmament and international conflict resolution. The motioners believed that the current party-political appointments could weaken the Committee's independence and credibility internationally. The Storting's Presidential Committee, which dealt with the case, referred to the fact that the Storting had previously made changes to ensure independence, including excluding sitting members of the Storting and members of the government. The Presidential Committee believed there was no basis for changing the criteria at this time, but opened for a broader review of the Storting's election at a later date. The Storting voted in line with the Presidential Committee's recommendation, and the proposal to change the criteria was therefore not adopted.
