Hva mente partiene?
The Storting was divided on whether NIM should be given new tasks.
The Progress Party does not support the proposal to assign more tasks to the NHRC. The party refers to its principle position that the NHRC's activities should be discontinued and the NHRC Act repealed, and believes that the tasks in question can be handled by other institutions or actors.
The majority (consisting of representatives from Ap, Sp, SV, H, and V) believes that the state has a responsibility to ensure compliance with the Council of Europe's conventions on violence against women and trafficking in human beings. They argue that the NIM's independent monitoring role will strengthen the rule of law for vulnerable groups and contribute to better national implementation of convention obligations.

The Norwegian Parliament has decided to give the Norwegian Institute of Human Rights (NIM) new tasks as a monitoring body for two Council of Europe conventions on violence against women and trafficking in human beings. The change means that NIM will monitor the authorities' compliance with these conventions. The Progress Party voted against this, as they want to abolish the institution entirely.
The Norwegian National Human Rights Institution (NIM) is an independent body that promotes and protects human rights in Norway. The Parliament has now adopted a change to the law on NIM to give the institution new tasks. NIM will function as an independent monitoring body for two international agreements: the Council of Europe's Convention on the Prevention and Combating of Violence against Women (the Istanbul Convention) and the Council of Europe's Convention on Action against Trafficking in Human Beings. The purpose is to strengthen the national implementation of these conventions by having NIM independently monitor whether the authorities fulfill their obligations. NIM will not perform the state's tasks, but will monitor that the state fulfills its promises. The Progress Party voted against the change to the law, as they want to abolish NIM as an institution.
